Compliance Investigator I

$3,835 - $4,671 Monthly

THE POSITION

This position performs a variety of responsible fieldwork data collection, record keeping and monitoring in the enforcement of pertinent governmental guidelines/regulations related to subcontractors working for the Agency

THE FOLLOWING ARE EXAMPLES OF DUTIES AND QUALIFICATIONS.  A MORE COMPLETE LISTING IS AVAILABLE FROM HUMAN RESOURCES.

Typical duties include: Interview contractors, subcontractors and workers at the job site to determine if prevailing wages are being paid, workers are classified properly, and required goals for minority and female participation are met; compile and analyze documentation to verify and record data collected and create reports on findings; follow-up on delinquent reports; assist contractors in interpreting equal opportunity contract compliance legislation regarding construction; compare job site interview reports with contractor’s reports and correlate reports to ensure that compliance requirements are met; meet with representatives of governmental agencies and the construction industry to discuss equal opportunity and contract compliance issues; interact with other Agency staff to advise of project compliance and construction status.  Perform other duties as assigned.  

Minimum qualifications include:  Two years experience in the construction industry, contract administration compliance, urban development, or related aspects of employment programs.  An AA degree with coursework in a related field or work experience in business or public administration, community development, human relations or related fields.  Must possess a valid California State Driver’s License. Skills and ability to:  Communicate effectively in both oral and written form; interpret and apply relevant Federal/State guidelines and regulations; gather, analyze and evaluate numerical and narrative data; and organize and prioritize work.

COMPLIANCE SUPERVISOR

$5,551 - $6,765 Monthly

THE POSITION

 This position will provide supervision and staff assistance to the external Prevailing Wage     Compliance program; and direct and train assigned personnel.  

Typical duties include:  Assist in developing and enforcing procedures and establishing controls for implementation of assigned portions of the Agency's Prevailing Wage, Minority Business Enterprise/Women's Business Enterprise, and Affirmative Action programs; supervise and participate in extensive wage compliance audits/ investigations to ascertain compliance with labor standards provisions; verify compliance by use of administrative controls, on‑site inspections and Davis‑Bacon employee interviews. Supervise and participate in the compilation and analysis of statistical data; conduct research and prepare periodic departmental reports; and make formal requests for wage determinations to the State of California , Department of Industrial Relations, Division of Labor Standards.  Supervise and participate in pre‑bid, pre‑award and/or pre‑construction conferences with Agency contractors and developers; supervise the assembling and analysis of contractor reports; analyze new/proposed projects; coordinate, schedule and assign case workload for the department's compliance unit.  Compile and analyze statistical data, conduct research and prepare periodic detailed reports on the Agency's Equal Opportunity and Prevailing Wage programs; assist in the development and implementation of compliance procedures for special projects as assigned; perform liaison work with minority business development contractor's assistance and community organizations to promote Minority Business Enterprise/Women's Business Enterprise program objectives for Agency projects; conduct detailed desk audits and/or file reviews on Agency construction projects prior to closing.  Supervise, train and evaluate assigned facilitative staff.  May act on behalf of the Director of Audit and Compliance on compliance matters as needed.  Perform related duties as assigned.

Minimum qualifications include: Four years of experience performing duties related to equal opportunity and wage compliance investigation and enforcement.  Associate of Arts Degree from an accredited college or university with major coursework in business, public administration, sociology, or a related field.  Knowledge of:  Compliance investigation and audit methods and practices.  Redevelopment process as it relates to the development and enforcement of external equal opportunity/affirmative action, wage compliance, and Minority Business Enterprise programs;

structure and organization of the Redevelopment Agency; and construction industry and trade union practices. Skills to: Direct and supervise wage compliance investigations and audits; analyze and evaluate statistical data and reports related to equal opportunity and wage compliance; interpret, apply, and explain Agency policies and State and Federal legislation related to equal opportunity and wage compliance; assist in establishing and evaluating procedures and controls related to equal opportunity/affirmative action, wage compliance and Minority Business Enterprise programs; communicate effectively, in both oral and written form; supervise, train and evaluate professional/technical personnel.

The purpose of this questionnaire is for you to more fully demonstrate your qualifications and experience in job-related areas. The hiring manager will review and score the Supplemental Questionnaire responses of candidates and select the best-qualified candidates who will then continue in the interview process.  Both the standard application and the supplemental application must be completed and in our office by Thursday, October 13, 2005.
